Summary of the mission:

PARSONS is looking for a Rolling Stock Manager to ensure, on behalf of the final customer, a PM support mission related to the procurement of new rolling stock on a new line. The manager supervises the definition, specification and analysis of the proposed design, the development studies as well as its production, from procurement to revenue service. The new rolling stock must meet cost targets, functional and performance requirements and must be one with the customer's transport system. The Rolling Stock manager, as an MR expert, advises the client on his choices and assists him in the selection of preferred bidders.

This position involves working in a multidisciplinary environment with other systems: CBTC type automation, Platform Screen Doors, Permanent way / 3rd rail, traction, infrastructure, storage sites and maintenance.


Participates as a member of the Project Management Support team (AMO):

·         to the insertion of rolling stock and metro systems in the Grand Paris Express programme

·         to the design of rolling stock sub systems.

Ensures the integration of the latter in the overall transportation system.

Fulfills the role of team leader and counseling by providing recommendations and detailed rationale to the MOA (final customer) and ensuring that the MOE (PMCM) respects his contract.


He supervises the introduction of the rolling stock throughout the project’s life cycle, throughout all phases, as described in the MOP law. Thus, he manages the tendering phases and the selection of the rolling stock supplier (ACT Phase), the general design (PRO phase), follows up and controls the detailed design phase (VISA phase), implementation, commissioning and revenue service (DET / EXE / AOR phases).


He ensures compliance of Rolling Stock architectures against performance and dependability requirements. He checks the MOE’s compliance to contractual requirements. He checks that the MOE follows up and verifies all Rolling stock design documents, development and validation processes.

He reports the progress of PM support activities to the AMO & MOA. He ensures interfaces compliance with other contracts.


  • A graduate with technical / engineering background
  • Engineer position or similar
  • 10 + years of experience in contract monitoring, development and commissioning of the urban rolling stock, like metro or RER.
  • Rolling stock expertise
  • Knowledge of European standards and local regulations.
